I'd be probably hunting sea ducks. I just bought the license yesterday and didn't get any harvest cards. That's why I am puzzled by this?
If you have never had a sea duck authorization card then you need to call wdfw licensing division and they will enter you into the computer while you are on the phone and then you go back to your licensing dealer and pay .50 and they will then be able to produce a card for you. I had to do this last week for my kids.Here it is:

Authori zation and har vest record cards
are Required to hunt for :
• Sea ducks (harlequin, scoter, long-tailed duck,
goldeneye)
in western Washington
• Snow goose in Goose Management Area 1
• Brant
• Band-tailed pigeon
To hunt during these seasons, you must obtain a
special migratory bird hunting authorization and
harvest record cards for the species you are hunting
and carry these documents while hunting. If you did
not have a harvest record card the previous year you
can apply for one online at wdfw.wa.gov/hunting/
permits/migratory or by contacting a WDFW office. You
do not need to apply every year. Authorizations and
harvest record cards are only available at WDFW license dealers.
