SS Process - Retain Black Bear seasons as is

There were 2 surveys, the first was to add spring bear permits but then reduce the fall season.  The results of this survey was mixed, too close with 3 options.  WDFW redid the survey with just retain the season as is, or add spring bear permits and take away days in the fall... Overwhelming to leave seasons as is.
