TC Scout Pistol

Does anyone know if the TC Scout pistol is legal for hunting in Washington?  There's one in the classifieds section, which for some reason I'm unable to access because it keeps telling me that I need to register?   :dunno:

e. A muzzleloading handgun must have a
single or double barrel of at least eight
inches, must be rifled, and must be
capable of being loaded with fortyfive
grains or more of black powder
or black powder substitute per the
manufacturer's recommendations.
f. A muzzleloading handgun used for big
game must be .45 caliber or larger.

I'm can't' tell from photo's if it has an exposed breech.  But now I wonder about barrel length and powder capacity also.

The TC Scout is legal for hunting in Washington.  It meets the requirements identified in the 2011 Big Game Regulations, page 68, Muzzleloader Regulations. It is loaded from the muzzle and uses black power. The berrel is 12 inches long, is riflied, and is capable of being loaded with forty-five grains or more of black power. It is a fifty caliber handgun. The ignition is percusion using percussion caps that fit on the nipple and is exposed to the weather. The sights are open.
