2 problems, and I know you're aware of both. Problem #1, no way for the state to verify current or future number of BPs, so no REAL light at the end of the tunnel. Problem #2, if we ever do figure out that there are 15 verifiable BPs, and we do get through all the years of litigation, hunting will not be nearly effective enough to control wolf numbers.

I find it ironic that the pro-wolf people haven't figured out that because wolves are near the top of the food chain, it will be hunters who have to keep them in check.Now it they had just gotten on the bunny rabbit band-wagon instead, it would be a different ballgame.
