Some Delisting Clarification

This stuff is not easy to understand nor is it easy to explain. I will try...Here is what was adopted by the commission. This won't be in the written plan until mid January. This is from the comparison matrix...

4 in EasternWashington
4 in North Cascades
4 in Southern Cascades/ Northwest Coast
3 anywhere in state
For 3 consecutive years (and the key word is successful Breeding Pairs (at least 2 pups that survive until the end of the yearfor 3 consecutive years))
or:

If 18 breeding pairs with required distribution are confirmed in any one year, the Department could consider delisting. The required distribution is: 4 in EasternWashington
4 in North Cascades
4 in Southern Cascades/ Northwest Coast
AND
6 anywhere in state ( these 6 BPs could all be in one region or 1 BP per region. but the basic distribution is still required

There is yet another caveat... WDFW doesn't really know what, when or how long the delisting process is? they know that there may be lawsuits so the time it takes to actually delist is an unknown..

15 bps with required distribution...at the end of 3 years they can begin the delisting process. If the delisting process and drawn out, then it is 3 years plus and unknown

18 Bps with required distribution identified... if it is in the first year of the required 3...then they can begin the delisting process. This is only a head start gambit. The delisting will run concurrently with whats left of the three years. You still have to complete the three years but you have a head start on mitigating issues that may drag it out. Nobody really knows how many roadblocks will pop up in delisting but either way, it will take 3 years plus some unknown time

This is smoke and mirrors...there are somany ways to drag out delisitingin this plan! IF the state made it a hyuge priorety then it might be an ok plan. Here is just a few of the ways that theyy could draw this out.
1let only dept officals document them.
2only focus attention where everyone complains.
3 say a pack lost its pups starting the clock over again.
4 not count any from border areas.
5 keep the  whole state locked together instead of delisting the E part of the state.

These are just some of the low hanging fruit! it is designed to make us keep us busy, so we don' work to throw out the plan! :bash:
