There are more stray dogs on the rez than wild horses.  Could be one of them.

Never seen a stray dogs out inda sagebrush come on bone tha yotes feast on dogs witnessed a female yote con a dog away from the house then heard the attack on him heeler fought like hell one on one mighta had a chance, also wheres the stray dogs at not sayin there aren't any I've seen some but not like you exaggerate shi as many as the wild horses lol goot one

no protection plan as far as i know, but i don't think the tribe wants open that can of worms, i think the best idea would to act like their not there and take care of them as needed.
