Don't a lot of the billes get like black spots around the bases of there horns from a gland as well?

Yeah those show up as the rut gets closer in November.

Nice goat shots.  The glad is always there, just gets darker as the rut nears/during the rut.  You can see the glad in the billy in the first pic you posted.

I guess one would just say they are always there, but it becomes more prominent coming into and during the rut.

does this tag  allow him to hunt anywhere in washington? does this also use his one time draw that was implemented in the late 80's?  is it good thru december ?  sounnds very interesting just curious  one more how big of a goat is he looking for? [billy]

The tag holder can hunt any goat unit with more than 1 tag. It has no bearing on the once in a lifetime stuff. This is not a special permit type permit. The OIL's are for special permits only. Raffles, auction tags, incentive tags, etc don't apply to the OIL stuff.

The tag holder can hunt any goat unit with more than 1 tag. It has no bearing on the once in a lifetime stuff. This is not a special permit type permit. The OIL's are for special permits only. Raffles, auction tags, incentive tags, etc don't apply to the OIL stuff.

The areas the tag holder can hunt are Baker, North Chelan and Goat Rocks.

Thanks for the clarification. Are those the only units that have more than 1 tag or was I incorrect and there are only certain units he can hunt?

Are you sure about the 1 permit restriction?  That's not how I read the WAC. :dunno:

 Hunt Area: Any open goat unit with two or more permits during the respective license year.

 Weapon: Any legal weapon.

 Bag limit: One mountain goat of either sex.

 Number of permit hunters selected: 1
Nature. It's cheaper than therapy.
