The WDFW budget and staff have been cut.  It's the excuse for the drawing taking so long.  They hope that delaying the drawing will make you upset enough to allow them to raise taxes and fees and permits and stamps and licenses.  Olympia uses this strategy with all the departments that people care about.  It will be interesting to hear their explanation (if they give one).

they dont even do the draw, it is contracted out to Outdoor central

Why should they provide an explanation? It says right in the regulations that results for spring bear will be available online "by the end of March".

So they still have a full two weeks to get the results posted. No explanation required unless results come out in April.
