I was wondering if anybody new any good gunsmiths in the Portland/Vancouver area that could put a muzzle brake on my TC Encore? Any suggestions on what kind to get.

Why do you think you need a muzzle brake. Is it jumping when you shoot? Most likely you stock pitch is wrong.

I just want to reduce the recoil a little bit. I have a hard time getting it to group because I start to flinch.

.300 win mag. My shoulder can handle it just fine. I just start to anticipate the shot and pull all over the place

I had a 338 and had the brake drilled on the barrel. Sorry I did that . You have to be very carful where you shoot cause of the increased blast that can deafen you... The blast can bounce off of rocks or other objects and cause you some real pain in your ears. Had it happen a couple of time when I had to make a quick shot... sold the gun.. Never again.

I have never used one on my .338 because I am that manly even when using handloads but that is another story. I have been told they make a world of difference on "a kicker"

You might also try using lighter bullets, such as 150 grain, or even as light as 130 in a Barnes or other 100% copper bullet. That would cut down significantly on the recoil, if you're now using 165's or 180's.

Is it slapping you in the face or is all of the recoil in the shoulder?

For what it is worth...

I just had a Vais brake put on my 300 RUM.. and I HATE muzzle brakes.

BUT.. after hearing others on this board I decided to risk it and get the brake as all other means had been explored....

My results.. about half the recoil only about 10% louder.. Vais.

I had mine installed by Jim Carallo at West Coast Armory in Bellevue. Not real close to you, but he did a great job.
