I'd guess that any increase in revenue from license sales would just help to make up for a loss of money coming out of the general fund.
On a personal note, last year at this time I bought a Big/Small Game license with deer tag. This year I just bought the Small Game license. If I decide to deer hunt this year, I'll buy a Big Game w/Deer Tag later, but my deer hunting buddy was such a PITA last year, i hope I don't have to....
