While John Soule was the man first known to write or say this phrase, it was made popular by a different man named Horace Greeley. Greeley was the editor of the New York Tribune and helped found the Republican party.
John Soule first write "Go West, young man!" in the Terre Haute Express in 1851, but Horace Greeley was the man who made that phrase the overarching battle cry of manifest destiny and practically the motto of the 19th century in America.
Greeley was a very interesting man. He was a failed Presidential candidate in 1872 against Grant's reelection, although he had the support of both the Democratic and much of the Republican party. He had a lot of interesting and unusual advocacies, too.
