I agree Coho.  Nothing wrong with the tribes baiting bear.  What is wrong is that the state let citizens vote on wildlife policy.  Voters should not be allowed to decide if baiting or hounds is an appropriate method.

Three years ago we stressed while the outside groups lobbied for outlawing it in AK, made it to the ballot, thank goodness the popular vote killed it quickly, it was a pretty good margin up there, if I remeber rght?  But different group of people that is for sure..  Although their numbers (anti's) are growing there too, and their really not vocal like here... Too bad it got killed, it is fun....
