Here's a question someone better versed in the WA wolf plan might be able to answer. This decision applies to the Northern Rockies area, of which the eastern 1/3 of WA is included. The areas in the Northern Rockies needed the whole area to meet a recovery objective before delisting (federally). WA wolf plan is calling for 15 breeding pairs/3 years before state delisting. But aren't the feds considering a Pacific Coast Region or something as a different recovery zone--WA(western 2/3)/OR/Northern CA? So if WA meets its state recovery goal to delist and OR and CA (overall region) are still lacking for federal delisting; when WA would get to manage it would only be in the eastern 1/3 of the state?
