I've never raised cattle, so my opinion aint worth much.

But I can't believe putting a guy on horseback (40 hrs/week) is gonna do much to deter wolves once they've gotten a taste for livestock.
Seems like just one more incredible waste of tax dollars to me.

Correct. Pretty much a dude getting paid $200k to ride around for 40hrs a week.

I don't believe that there is any requirement to spend money just because it was included in a paper budget. Local governments cut and amend budgets all the time but that seems to be a foreign concept at the state level.

In November U.S. manufacturing contracted for the the ninth consecutive month. Layoffs across the economy are higher than anytime since the pandemic in 2020 and I just read that the Midwest farmers will be receiving a 12B bailout due to 50 year trade relationships being destroyed. I have to admit that I was a sceptic and didn't believe in the effectiveness in tariffs but I'm a believer now.

Unless they sent him a contract for $200k lump sum.  Doesn't sound like they sent him any contract at all.  Just because it is in the budget doesn't mean squat unless there is a contract or financial services won't cut a check.
