I guess it's possible.  Just assumed it's the same one, though body of the bull in pic 2 looked bigger.  Here's another pic.  This pic and first 2 pics were taken same day, within 2 hours of each other.  So I assumed it to be the same bull. 
And Yep, got drawn for Bull Elk Tag in my 3rd choice GMU in 2017 in Goose Prairie.  Saw 5 bulls on that hunt and had to pass on a 5pt on the 5th day as it was out of my range at 800 yards. No other shot opportunities.  Huge storm moved in on last 3 days of the hunt and at times couldn't see 100 feet in front of me.  Was hunting pretty high elevation that year.

Looks to be the same bull, if not they are from the same gene pool
