I highly recommend Gary Anderson Custom Rods.

 https://www.andersoncustomrods.com

I've had Gary make a few for me out of Sage blanks, I'm sure they can do what you need. Top quality work!

It's a Rainshadow XST 1143.  I have the blank and all the parts, just need someone to put it together..

I've had that exact blank wrapped and many other RS blanks by a guy who's wife works for Rainshadow.
If you want his number let me know.

Didn’t know that about Greg, that is unfortunate.
If you can’t find anyone local to wrap it, I can do it for you. I have a dozen or so under my belt. I’ve gotten away from buying rods, strictly build anything I need now.

That's a very nice offer.  I appreciate that..  I have a friend that also needs one wrapped and he's sending his to a guy in Portland.  I'm just gonna ship mine along with his.  I think Greg has done six or seven for me over the years.  He didn't really say why he wasn't doing full builds any longer.  Scaling back a little.. :dunno:
