IMO, the ban is fair and should be upheld. This is a case of letter of the law vs intent. I believe the intent of the rule is to allow a high quality experience for those 11 tag holders during those respective seasons, AND an opportunity at a OIL type animal. It will take potentially 10 plus years to replace that bull. Someone in the office never forcast this, or beleived the bullet would be dodged due to the odds of a permit holder acquiring this type of tag being so low. That is their oversight. They and the other permittees paid the price for that. The OP implies he knew the intent of the law vs the letter hence avoiding direct contact to verify, ( I would have done the same thing ) perhaps that's not the case. Either way the outcome is the same and the intent of the rule is violated. I 100 percent condone the actions of the OP...... in the same situation I probably would have done the same. At the same time I would have known deep down i was likely violating the intent of their rules and would take the ban on the chin. Hancock probably did the op a favor, with his luck he would probably draw a kapowsin permit next year and not made it to hunting season before the bounty caught up to him..
