What is this? (pictures)

I bought a box of reloading stuff (plus some other odds & ends) at a garage sale today. This was in there and I have no idea what it might be. Anybody got a clue? I't's about 7 inches long and made from 1/4" rod. The two plastic thingies are springs and set screws. It looks like you put something between them and add a little spring pressure to keep it from spinning freely. Perhaps something to wind line from a spool to a reel?

Maybe for holding a spool of fishing line while spooling your reel?

Aha! I thought it might be something like that. I can just hold it in my vise and leave the reel on the bottom section of rod and wind away. About time I replaced the line on my trout rods anyway. The stuff that's been on there for five years looks like red raspberry vine twisters - only without the red.

I suspect it is not a fishing line holder but a thread holder for winding thread on fishing rods to hold on guides and decoration.

When loading ling on a spinning real you want to have the line coming off the side of the spool matching the rotation of the bail on the real or you will put a significant twist into the line on the real.
After the first shot the rest are just noise.
