Was sent the Moose Permit THEN a Request to Pay???

The first postcard I get says it is a Moose permit on it.

Now a few days later I get another postcard that says to send in payment before I get the permit?

Is this what everyone else experienced?

Oh, duh.  Every other species you've already bought the tag.

ETA: bought the tag just now.  The woman on the phone was a pleasure to work with and said there were some irregularities this year and agreed it was odd that you'd get a "permit" before the rest of the packet.

First, they sent out the permit stating that you got drawn. Then they sent another postcard with instructions on how to buy your license and tag. Then they sent out the transport tag and informational packet. I've got everything I need and yes it is a confusing and cumbersome process that needs some work.
