If you find cows, will you find bulls nearby?

Archery bull hunt starts in two days and after some post rifle scouting, I found a few herds, however did not see any bulls.  Do I focus around the cows  or head high and search for solo/group bulls.  I am under the thinking if I am seeing cows, I will eventually stumble upon a bull or two.  Any late season suggestions would be helpful. Suixon west side.  D
