Thought I would throw this out there. Not sure if you guys have had a chance to see decoy dogs in action. But here is a couple of Jeff's videos.
No it is not in this state
He has several out on both Youtube and Vimeo.

Wild! I didn't know that was legal in any state!
Looks like some well trained dogs!

Wonder how they train those dogs? Seems like they would get "nicked up" a bit. Good way to thin out the yote population, no doubt.

Tony Tebbe's Predator University TV on youtube has a lot of decoy dog training and yote hunting videos,Same kind of footage as this video here.Pretty amazing how the decoy dogs can suck em in real close.

I used a Catthoola- Cur mix for a few years for denning and toaling coyotes , Had to put him down a couple of years back due to a leg injury, Best dog I ever had the pleasure to spend time with. Got him from a GOV. trapper friend of mine in Idaho , The weekend I picked him up I also had the pleasure of meeting Vern Howey and did a little calling with him. Nothing but good came of that trip . I sure do miss my dog OBE . Washington state has no idea what a asset a well trained dog can be to someone who does control work which in hand lessens the load on Gov. paid control agents called to do work on working ranches. There are a few guys still out there that have wonderfull dogs and are unable to use them for what God intended them to do . OOPS forgot to add , training most dogs is not that hard , simply take them hunting with you and over time they will learn the game . You have to start them out young with coyote scented TOYS and drags , Its a process , But NOT rocket science.

A couple of years ago I won a hunt with Tony Tebbe in eastern NM, it was great watching his dogs work in person.

Jerry's right about dog training. You just need a breed that has some "hunt" in him, and big enough to stand up to a 'yote. I have had hounds, airdales, and bird dogs, and I like nothing better than hunting with dogs, I wish we were able to. The best way to get a dog fired up on coyotes is to take one with you when dealing with a trapped coyote. A couple of sessions of that, and you have a coyote dog. Purebred hounds wouldn't work as well, because they wouldn't come back to you....would just keep running that coyote. I think it's a real shame that we can't use a dog for tracking wounded game....aren't we supposed to make every effort to recover wounded game? Well, that's the most efficient way. I rest me case.

Yep, It's a really poor deal that we have to go out of state now to enjoy decoy dogs.

These animals are gods gift first before government's possessions. If it is illegal for a man to fend for himself then he can not be a man in his own right!
