Idaho discounted out of state bear & cougar tags - weapon question

If a friend of mine (who does not shoot archery) comes along with me on our Idaho Archery Elk trip, can he hunt wolf, black bear &/or cougar with modern rifle? The regs are confusing me 

I was trying to figure it out is when I noticed that 'our' GMU is offering those discounted 'predator' tags! Pretty cool

If those seasons are open in that specific unit then it would be legal to do it.  But expect some scrutiny and questioning if stopped by a game warden just like you would here in WA.
