When putting in for special elk hunts/ draws what's the difference between the quality and bull category?

Quality tends to focus on timing and smaller numbers of hunters (like the rut and in a GMU getting low pressure at the time).  Bull seems to coincide with general seasons, though, not always in a GMU open to a general season.

Thanks. So after looking over the regs I see most of the quality hunts are in Oct. Is it safe to say if I am primarily a archery guy should I concentrate on putting in for bull tags if i want to stay in the archery season?

Put in for both quality and bull tags. There's great opportunities on both tags for archery hunters. Early season and late season tags available.
