Photos in Windows 10

We recently had to replace our computer due to the hard drive going out. Our new computer has Windows 10 and I have noticed that all our photos look washed out/faded and not very sharp using the photo viewer. I have tried a few color setups and have calibrated my monitors but still have this issue. Photos and imagery on the web look fine along with other displays. Seems just the photos are affected. I have not installed any photo editing software yet and have an older version of Lightroom (not sure I can install that now). Has anyone noticed this or know of any adjustments I can do?

Also now that Lightroom is subscription only, does anyone have a photo editing software recommendation that is not subscription based? Or how to get a stand alone Lightroom program? I am not going to pay a monthly subscription for something I occasionally use. Sucks because I really like Lightroom.

Photoshop Elements is around $80 and will do much of what the subscription based Photoshop will do for photo editing.
Nature. It's cheaper than therapy.

You can still buy Lightroom Version 6, the last version before subscription.

I've looked but haven't had much luck finding a stand alone version. Just the Creative Cloud version. Do you have a link? I'll keep looking too.
