Dumb Question Alert (Special hunt permit)

Checked the mail today and finally got my special permit...
This year is it just the printed form that came in the envelope.  Years past I had received a smaller, additional "postcard" sized special permit, this year it appears they're cutting cost and just printing it on a normal sheet of paper, or they didnt include my permit.
I scanned for this topic already but didnt see it..was hoping to save a phone call tomorrow.

Yeah, it's just a full size piece of paper. It's been that way for a few years now. I can't remember when it changed, but I definitely preferred the smaller post card size permits.
