Partnership Permits

Can anyone tell how this works. If there are say, 3 permits and the first 2 single apps. draw and the last draw is a partner draw do they up it to 4 permits or bypass you and give the lone permit to a single app.

If there's only 3 permits then 3 is all they will issue. If you apply as a party of two and your number comes up, with only one permit left you won't get it. That's why it's better if you're applying for permits with only a couple available to apply separately.
