Willapa hills late cow hunt

We have three late muzzleloader cow tags in our party for late Nov to early Dec and although I am familiar with the area/game unit,  I can not overlook the poor success rate from years past.  I will be hunting the south side of the unit.  Anyone have an insight on why the low success rate.  It has been a couple of years since I drew my last cow tag ,  but from my last hunting experience I counted several dozen cows per day I hunted.   :dunno:

didn't they trap and move a bunch of elk from that area a couple yrs ago. :dunno:
I'm not sure if that the area but maybe :dunno:
