yawn....a meaningless harvest of a farmed animal, a calf elk on public land is much more of a trophy.

Monster Bull I will educate you.  This definition is straight from the Boone and Crockett website.

FAIR CHASE, as defined by the Boone and Crockett Club, is the ethical, sportsmanlike, and lawful pursuit and taking of any free-ranging wild, native North American big game animal in a manner that does not give the hunter an improper advantage over such animals.

Therefore this high fenced elk that was killed can not go into their books.  A far as why a Tribal Harvest can't be entered here is why it can't be entered.  If you don't like it you can always buy a hunting license and hunt during the general season just like the rest of us.  Then IF you get one big enough you can then enter it into the club.  Rules are Rules.
