A few point on this article. First when we had wolves imported to YNP and ID we were told a wolf is a wolf and there were no sub species distinctions, NOW its really important.

They are worried these shelters promote Anti government sentiments...

New Mexico cages

New Mexico, ask most Seattleites, the response would be 'there is a NEW Mexico?', is big and wild.  Cougars, bears , wolves, livestock protection dogs, grass protection dogs, sun that can take your hide off, and winds that will do the same.  Not sure if you could make those things snake proof.  A little protection is a good thing.  Does any sane parent see a problem?
