is all salt water considered fedral waters ?

All the salt water and any river that has a channel that ships can use.  The Snohomish River up to Snohomish and the sloughs as well are listed as federally controlled navigable water.  So is the Columbia.

M bigger boat is having motor problems , i just was going to take my 12 ' er with my 9.9 kicker out in area 8.2 to get a couple limits of crab but i dont have the 12,er registered.I might just have to row

You need it registered for any engine in 8-2.  The 10 HP rule only applies in lakes and non-navigable waters.  You also need it registered to use the 9.9 on the Snohomish River.  Lots of guys got ticketed or thrown off the river during the last humpy run.
