is all salt water considered fedral waters ?

I cant remember , i was thinking it was all salt water and some of the columbia?
high country rules!

No. But is your question geared more to the navigable water? probably spelled that wrong.

All the salt water and any river that has a channel that ships can use.  The Snohomish River up to Snohomish and the sloughs as well are listed as federally controlled navigable water.  So is the Columbia.
And I think God must be a cowboy at heart
 He made wide open spaces from the start
 He made grass and trees and mountains and a horse to be a friend
 And trails to lead ol' cowboys home again

M bigger boat is having motor problems , i just was going to take my 12 ' er with my 9.9 kicker out in area 8.2 to get a couple limits of crab but i dont have the 12,er registered.I might just have to row :'(

You need it registered for any engine in 8-2.  The 10 HP rule only applies in lakes and non-navigable waters.  You also need it registered to use the 9.9 on the Snohomish River.  Lots of guys got ticketed or thrown off the river during the last humpy run.
