Author Topic: WDFW can not even come up with what and how the pass laws are interpreted...  (Read 12845 times)

I was reading the WDFW Police FB page on JUNE 7th... they were asking for topics that people were interested in hearing about on their page.

I sent them a message asking for a clarification on ..... .   well heck.. here is what I wrote...

"For content on your Facebook page... how about some decent clarification on what pass is needed where. For example, outside of Ellensburg, it is a checkerboard of DNR, WDFW, BLM and Federal land.... Do I need 3 darn passes WDFW, Discover AND the Forest Pass??? This is so confusing, you need a team of lawyers with you so as not to get a dang ticket. Even the officers I have spoken too, shrug their shoulders, and say... ummm not sure."

WDFW wrote back...

"I'll see what we can put together for you, John! Thanks for the suggestion."

So, this morning, I was looking at their page again.. saw that nice Whitetail head that they recovered in some sort of Police Action.... thought I would revisit my original message

FROM A MONTH AGO...

So, I asked..

"Any progress on this idea? Or are you guys as confused as the general public?????"

An hour later, I got this reply.....

"We are working on it, John. Unfortunately, it takes a cooperative effort between all involved agencies, and since the Discover Pass is a State Parks pass, we can't publish anything official without their review and consent. But we ARE working on it. Thanks for checking back!"

I find it kind of pathetic the way people blame agencies for something outside of their control.   They did not pass the laws.   The legislature did.  If you do not like it complain to your elected officials.  Don't bash people who were handed a piece of cr...  and told to figure it out.  Do I like all the passes, Nope!  Do I blame the agencies, only in cases where they had input on the laws.  WDFW and DNR had very little.  Remember this was to fund parks, DNR and WDFW were an after thought.  IMO they figured they would have to milk more funds out of hunter's and fishermen who hardly use the park to.

Short story you basically need state and federal passes.

It is their job to figure out the rules and let the citizens know how they are going to interpret and enforce the law.........so I have no problem throwing some blame their way.  Sure, the legislature deserves most of the blame.  But, there is still blame to go around.

NO YOU DO NOT!  YOU NEED FISCAL RESPONSIBILITY!!!

  And yes it is their responsibility to tell us how they interpret the pass laws, and how they need to be enforced...   otherwise, the interpretation is open to anyone's individual thought processes... 

As the laws are written... it is just a money making opportunity..  either spend a hundred bucks buying all the passes needed.. or pay the tickets.... that is nothing more than BULL$HIT!   The state is just screwing hunters and fishermen in the ass... and we have to take it....

The DNR is very much to blame for how the pass was interpreted.  The original bill language said that a DP was needed on "designated and developed" DNR sites.  That SHOULD have meant (according to one of the bill's sponsors Rep. Blake) sites like trailheads and campgrounds.  Goldmark at the DNR expanded it to mean "anywhere the DNR wants it" and that is why it is needed on timberland. 
How are they spending that $$.  Near me there is an isolated piece of WDFW land that for 20 years just sat overgrown.  This week they put up about 6 seperate signs on two poles--one a DP required sign, and several other "don't do this or that" signs, then walked away.   THere is still junk everywhere and no place to park.  Buy, hey, we've got signs!

 BTW I think the DP is BS.  :twocents: I think you need to get into the mind set of each agencie... The DNR is incharge of managing state timberland and such for rasing revenue. I'm sure that the DNR could care less about this new DP and see's it more as a hastle than an asset. I would imagine the WDFW defintaly see's it that way. They got hunters chewing them on one side and politicans on the other. I think the best thing to do is just not buy the pass and change your actions for a while so they get the gyst..

On a side note, doesn't the DP signs on WDFW lands owned or manged by them have to have a statment that WDFW acess passes are good for that area?
Are any of you seeing signs that do not follow this guideline?

I have seen signs on state land that say both...

One says WDFW pass is allowed.... another says it is not...  this was up on the Wenas...   :dunno: :dunno: :dunno:  That is the reason for the original message to the WDFW enforcement guys on their FB page..   It is a checkerboard of WDFW, DNR, BLM and Private ground up there...  so if you do not have one pass, somewhere in your travels up there you are breaking the law and can be given a ticket...

So you're expecting WDFW to be the spokesperson for all these other agencies too?  Why don't you ask the DNR what you need, when it's their land you're wanting to use.

its also wdfw lands, and forest circus land and the signs in this area will say discover pass required (with no exception for the wdfw pass) in areas many here "believe" are in the LT Murray but according to the map there are some sections of straight dnr dividing the lt... so depending which road you went in on you may end up on one that requires discover pass when you think you are good to go with the wdfw pass....so yeah those managers of the LT Murray ought to have a clue if and when one needs the discover pass  :dunno:  if you go to the dnr office locally in eburg the chick at the desk says you need the discover pass for all state land period  :dunno:

That is correct, that was something that got added in with the two vehicle exception this year.  Now DNR requires it for all their land.

WDFW lands only require the Vehicle Access Passes.

Well... WDFW Enforcement can write a ticket on any land, except Federal.. they are regular police too...... 

SO YES, THEY SHOULD BE ABLE TO TELL ME....  IF NOT, then THEY HAVE NO RIGHT TO BE WRITING THE TICKETS...

Maybe you should forward the response to local news outlets...as was said; if they can't give definite answers on when/where they will be writing tickets they should not be writing tickets until they can.  :twocents:

There were several different signs made up.  Some showing just the DP information, others with both the WDFW and DP info.  But basically, the DP is good for all state land (State Parks, DNR and WDFW), the WDFW vehicle access permit is good only on WDFW lands, and one comes with your hunting or fishing license.  On USFS land you need the NW Forest Pass (USFS permit) to park at trail heads designated as requiring the parking permit.  Not all USFS trail heads require it as they are required to have specific things at the trail head such as toilet, etc.  Why that information cannot be communicated clearly by office personnel is beyond me, it's not that difficult.

No DP for me. Only visit WDFW and USFS lands.
