What does "Elk Area" mean?

i was being a bit sarcastic.  I drew the Malaga elk area tag a couple years back, and found plenty of elk on public land.  I know there were alot of elk in orchards, which the permit is intended to deal with orchard damage.... How ever after knocking on many doors, orchard and property owners were less than willing to accomodate.  It was frustrating none the less.
