Toutle River may be destroyed--again

The Army Corps of engineers is scoping for ANOTHER sediment dam raise on the Toutle River.  This would be the fifth Damn project on the river system, (with the forth just completed last summer).  All of these projects have moved forward as "emergencies" with essentially no mitigation--no fish passage, no habitat improvements, and miles of river gone.  Of the proposals now under review, one even proposes to raise the current dam 50 feet--forever blocking fish passage to the Upper Toutle.  There is little hope of stopping such projects (we tried that in the 80's) but we do have a chance to insist this time on mitigation to the destruction of fish, wildlife, habitat, and recreation.  It's long past due.
