Is deer the best thing to hunt for a new hunter? Or Elk

Personal Opinion:  Go for deer to start with, more numbers, more area and you will see more critters.  Elk on hunting at least on the Westside, and during rifle can be a bit more combative, and you better come in shape.  For deer, find a dandy clear cut 2 hours before daylight and sit on it and glass the heck out of it.   Elk, you better be ready to put some miles through the brush and up and down the hills after opening morning

Deer. Success is more likely. Many different areas to hunt. And, a deer carcass two miles from the trailhead is a LOT easier to deal with than a 700 pound dead elk two miles from the trailhead.
