Read the comments and the person who posted it on YouTube said it was filmed in Colorado by Estes Park.

Driving out to Neah Bay this past weekend my wife and I saw a field with around 100 elk.  Nice little WDFW sign that read No Hunting right at the road.

Saw one with a collar but couldn't seem to see any antlers on the bulls.

Can't be W. Washington. I seen a few having trouble walking, but it wasn't because of hoof rot.  I did see an antlered bull near the end of it.

I saw a couple of spikes in the herd.  The date with the video is 11/27/09.  It was taken in Colorado near Estes Park.  It looks like they chose to cross the road right over a patch of ice.
