Rifle to Muzzy

I know this question has come up 10000 times but i cant find the posts, so here goes... My brother bought rifle eastside elk tags and also put in for a rifle Quality special permit... he did not draw on the quality and due to work restrictions wants to change to Muzzy general eastside... Is this a tag he can switch or is it too late now? Or if you have a link to a post that already answered my question i would appreciate it! thank you

I am 99.9% sure that he is unable to switch tags now that he applied for special permits. I think he is stuck with the rifle tag.

He cannot exchange his modern tag for a muzzleloader tag since he applied for special permits.

From my understading if you apply for permits you can not change your tag.
