I don't think there are any units on the westside without bears.  Shoot there are only a handful of Washington units without a huntable population.

I've read that Washington has more black bears than every state other than, of course, Alaska.
Kindly do not attempt to cloud the issue with too many facts.

One of the gmu's with the highest kills last year so probably not many bears this year.

I did see one at the Big Four Ice Caves this last Spring, so I know there's at least one...
