Help, my dad wants a whitetail

So my dad works with a few guys that hunt Idaho and the east side quite a bit. The last few years he has watched them come back from NE Wa with wall hanger whitetail. He always is talking about wanting to get one, even if its not quite a wall hanger. My brother lived in Spokane for a while so we almost did cause we woulda had a place to stay. I really wanna figure out a hunt for him and I to share, I would do a guide, or like one of the unguided hunts the outfitters do, just no way the money will be there. Can anyone tell me a good place to start? I feel lost in the sauce when I just know a unit or rough area. I am not looking for a honey hole or anything, just a good place to start, like "go up this road till here and dont go here, its private, over here is public,.... etc" We also wont be able to afford to come over and scout much, so maybe Im expecting too much, haha, oh well. Anyone with any good tips or areas to point us?
A bonus would be an area that is open to mule deer and whitetail at the same time, cause like he wants his whitetail, my goal is mulie, but his is priority, I love my blacktails lol
Oh, and I will do my best to make it even, I dont know any AMAZING blacktail areas, but I can give some pointers on areas I know hold decent bucks, and some good bulls. And may be able to gift ya some beef or salmon as a thank you

Not possitive. It would be modern firearm season. Doubtful that we can make it this year. But this season is starting me off to thinking about planning ahead and having everything worked out ahead of time. My dad is not one that likes to be spontanious in these things, so a year to plan, for him, is a good time frame

 We ran into a lot of both mule deer and whitetail in Colville Nat. Forest and an occasional moose. nice hunting.
