Hold to license a trailer?

I have a old utility trailer with no license, title etc. My kid is rebuilding it in shop for a project. What are the hoops I need to jump throught to get it street legal? License, title, tabs etc?

Ultimately, it may end up being a State Patrol inspection.

If its register to someone you'll have to send them a form to sign to release interest.
I'm not sure.

Bottom of the page,  "One time State Patrol inspection of salvaged, re-built or home-made trailer"  with VIN assignment: $70.00

I bought a trailer last year from a guy who bought it from a farmer in Oregon and it had never been licensed. He had to have it inspected and get a vin # assigned to it. And now to get a clear title to it I have to wait two years from when he registered it. Which is one year from today. It's registered and street legal, but no title for another year.
