Howard the friendly hunter

I was wondering if anybody has seen Howard in unit 407? he is the friendly hunter  ( the guy who looks like grizzly Adans) riding the ATV and greeting hunters along the way--saw this guy last year many times but this year I haven't.

Someone said once that you only see Howard when the weather is miserable and so....he is out smoking his cigarettes in his cave waiting for a down pour. :bash:
