Purchasing Special Hunt Apps

I just purchased all of my licenses and tags for 2014 and it got me wondering. Is there any reason why you have to wait until April to purchase the special hunt apps? I under stand not being able to apply for then until then since they haven't release the hunt numbers and all of that, but why wouldn't they allow us to purchase the application before hand and then wait to submit the application? Personally i would like to just buy it all at once.

The only downside I can see is a couple people getting angry if they purchased an app and then the hunt they wanted was not offered that year.

That's exactly why, it's just one more thing for people to complain about... It's just easier to avoid the situation and make people wait to buy them until then.

I think by spreading it out it allows more people to buy permits....If I had to buy all my tags and permits plus the tags and permits for the kids  I am not sure my loving wife would be nearly as supportive as she has been of us hunting. Throw fishing in there and I may not do it  .
