WDFW working with California???

Got a call from a lady claiming to be with the WDFW but she was out of San Diego   She had all my info and wanted to do a survey about my winter fishing.  First I think that's odd, and second why in hell are we employing them down there?  I am sure there is plenty of people here in Washington that could use that job   Did anyone else get a similar call?  The number is 858-277-7645.
