I think a lot of it will also depend on what type of terrain and habitat you like and/or want to hunt. Idaho has a lot of diversity.
North Idaho is steep, lots of timber and dense understory. Central Idaho is every bit as steep, but not as dense of an understory, more lodgepole and more old burns. Island Park is a sea of lodgepole, very flat.
In general terms, the East and SE part of the state will give you more open terrain and the greater ability to glass from longer distances.
