One thing to consider. I believe you have to have paid for the MS before you apply for special permits.
That is one reason elk multiseason are so coveted. You can apply for permits in both EWa and WWa.

That is something that I didn't know.  Let me restate this, to make sure I got it right.  (I have never played the quality tag game, so I really don't know how the system works.  Also, I don't have any banked points for antlered elk, so this is just a theoretical exercise for me but it might help others.)

Let's say I want to apply for some great opportunity for antlered elk, in both Eastern and Western Washington.  Are you saying that I can apply for both sides of the state only if I already have been awarded the multiple season tag, AND I have already purchased it?
yes, if you purchase the tag you can apply for special permits on E and W side of state as well as hunt the general seasons on E and W side.

I am sure the opposite is true too.
Gathering is easy. Hunting is a challenge.

yeah lots hunt west and apply for east.  If drawn for east they can hunt a bull and not spikes, if not selected then they hunt general on west where they can still go after bulls.
