I had a conversation with a guy who said it's illegal to pick up elk sheds near Yakima?? Is that true?? Does that include all of the Cowiche, Nile, etc?

Only in closed areas during the winter, possibly the reservation if you are non tribal, and those still attached to skulls (not sheds)

All of the feeding areas are open by now though aren't they?? My BS red flags were going up like crazy when he was talking.
