I have been in the Strawberry Mt. area this time of year and there is always tons of berry pickers.  I would not say there are no bear up there.  But you may see lots of people on the hills with good berry plants.  That area does not open for bear until the 15th.

Get up high and find hillsides full of berries and you should have a good chance at finding a bear. There are lots of berry pickers so choose your spots wisely. Once you find a good hillside void of people get comfortable and glass it, you can glass the same berry patch for hours and all of a sudden a bear will appear out of nowhere right in the middle of it.
