This is the largest bull (legally) shot in Pennsylvania this season; scored around the 420" mark. I think the other 2 that were poached were a little bigger, but under 450". I'm going to start putting in for this tag. From what my friends say, it's a straight draw, no point system. I have just the same odds as someone who had been putting in for six years; only down side there are only around 70 permits a year. However, the success rate is around the 90%. These elk are only about 2 hours away from where I grew up at, so I should have quite a few guides ready to help.

I think certain areas of PA have the right habitat/feed to grow the largest elk in the country. Imo

It's a points system/ preference points draw. Most if that have been applying since the begining are over 10 points. They draw very few bull permits and the rest cow permits.

If I understand PA right there is definitely a points system for elk.  Each point gets you one more chance in the hat.  Bad odds. Cheap to apply.  Super bulls are possible.
Lots of people who own the PointHunter app ($2) get them looked up for them.  And get reminded to apply.

I saw a special on some channel and all the elk that are in PA came from Yellowstone.
