So, what is the skinny?

I know there was a discussion a while back and I never saw an official cut and dried answer.  I asked the question on another muzzleloading forum and a member from Washington said if it was from a dealer, had to go through an FFL.
Is a seller that has an FFL considered a dealer?  I don't know.

The question is, can we still buy muzzleloading rifles and revolvers online from like Gunbroker?

Not the way I read 594 you can't.

Though the muzzie dealers don't know this as I have read of folks ordering them and having them shipped straight to their house.

Interestingly, at the WAC show a few weeks ago I saw a seller with a bunch of black powder rifles for sale and he had a sign on them "I594 Exempt" which, from everything I have read is in-correct.
