Fourth of july lake

I've hunted this lake alot in my younger years with buddies family. Now that I am starting to get into hunting alone, starting to look for regs, and cannot find any for this lake. I have always thought that it was open to waterfowl, but recently heard a rumor that Spragues refuge got expanded and now covered fourth of July lake with it? I'm not so sure I believe this, but my lack of info online is making me second guess myself... Also, anybody know the current gate or ice status here?
